German Army or Heer 'Gebirgsjager' Officers visor cap metal edelweiss.
This version of the edelweiss insignia was worn by mountain troops officers on the visor cap positioned between the eagle and wreath.

If fixing this insignia to a hat carefully bend the prongs while holding them above the joints with long nose pliers. Make the holes in the hat before affixing the insignia.
